The Naturalisation for Exceptional Services by Direct Investment replaces the original  Malta Individual Investor Programme (IIP). It may grant citizenship by naturalization to foreign individuals and their families who contribute to the country’s economic development. The guidelines are out, and the main changes are; the introduction of the five-year ‘monitoring’ of new citizens, the minimum 12 months actual residence requirement and the minister’s discretion to overlook unfulfilled criteria has been removed from the regulations. Another program is about to launch soon, the Malta Permanent Residence Program. It is set to replace the Malta Residence and Visa Program (MRVP) after it receives the green light from Parliament. This is generally one of the best alternative to the citizenship program for someone who actually intends to live in Malta permanently. According to recent press releases, there won’t be any bonds investment requirement. However, there will be an increase in the required contribution and in the property purchase minimum.
